In 1930s Cleveland, rebellious warehouse worker Johnny Kovak joins a local Teamsters chapter and begins rising through the trucking industry union. As his influence grows, his tactics become harder and more ruthless, bringing him closer to power and controversy. When Senator Madison starts probing alleged links to organized crime, Kovak’s ascent comes under increasing scrutiny.
